Texas A&M University–Central Texas’s new Central Utility Plant and Infrastructure project was designed to support campus expansion by delivering reliable heating and cooling, optimizing energy use, and reducing operational costs. Gessner Engineering eliminated subsurface uncertainty and constructability risk through targeted geotechnical investigation, utility verification, and high-resolution topographic surveying, giving the design team confidence to move forward. Integrated civil design resolved drainage, access, and utility coordination challenges. It created a system that supports efficient energy distribution, protects surrounding facilities, and meets ADA/TAS and agency requirements. For the Leadership Place roadway extension, Gessner delivered a seamless infrastructure connection—extending utilities and roadway access while preserving existing drainage patterns and minimizing disruption to ongoing campus operations.

This large-scale infrastructure project required routing utilities beneath a TxDOT roadway, coordinating complex thermal and electrical installations, and minimizing disruptions to ongoing campus operations. In addition, the site’s proximity to Fort Cavazos introduced federal permitting requirements that required careful navigation and coordination.
Solutions
Gessner collaborated closely with the contractor and agency partners to streamline the TxDOT permitting process and simplify underground routing. The team reduced the number of bends in the thermal and waterline systems. This improved efficiency and constructability and strategically designed the system to retain water on site, eliminating the need for additional offsite discharge permitting. These measures minimized disruption while maintaining compliance and system performance.
