Texas A&M University-Galveston’s Central Utility Plant & Infrastructure modernizes campus-wide energy distribution to enhance reliability and sustainability. The facility is designed to withstand the coastal climate while reducing operational costs. Gessner provided integrated services to deliver a reliable project. Early subsurface geotechnical investigations reduced soil and utility risk and guided foundation and pavement design. Accurate topographic surveying established a dependable base for coordinated design and construction. Civil design coordinated utilities and drainage improvements to ensure long-term campus functionality and growth. Structural solutions addressed coastal exposure, windstorm requirements, and heavy equipment loads, supported through construction with reviews and TDI certification.

The site presented multiple infrastructure constraints, including the lack of a viable gravity-flow connection for the sanitary sewer system and the presence of an aging asbestos waterline that could not be used as a direct connected main. In addition, the coastal location created complex drainage conditions that required careful planning to manage excess water and protect the site from flooding.
Solutions
Gessner Engineering collaborated with the university to design a dedicated lift station that provides reliable sanitary service for current operations while supporting future campus expansion. The team identified and designed an alternative waterline connection point, reducing construction complexity and overall cost for both the university and the city. A coordinated stormwater strategy, including the development of a new storm ditch, was implemented to safely convey excess water and mitigate flood risk, resulting in a resilient and sustainable infrastructure solution for the coastal environment.
