The City of Anna projects integrate the new Public Library into the municipal complex through coordinated site planning, accessibility enhancements, and infrastructure upgrades. The 5th, 7th, and Riggins Street improvements revitalized surrounding corridors with new paving and upgraded utilities. Added on-street parking enhanced mobility and safety. Gessner Engineering supported through survey and civil design. Our team delivered comprehensive surveying services—boundary, topographic, utility identification, control establishment, and right-of-way mapping—to provide accurate data for planning and construction. These efforts integrated with our civil design services that included site plans, grading and drainage design, paving layouts, and utility coordination for the library, plaza, and adjacent streets. Together, these improvements create a safer, more connected civic district and support the City’s long-term growth.

The project encountered several complexities, including shifts in project management, limited resources, and the need to coordinate with multiple concurrent developments and outside agencies. These constraints were compounded by alternate layout considerations, integration of new utility connections into existing campus infrastructure, and the requirement to maintain full ADA compliance across the site.
Solutions
Gessner Engineering addressed these challenges by streamlining communication through biweekly updates. The team remained responsive through email and clearly defined project scopes to keep stakeholders aligned. They efficiently managed layout revisions, coordinated cross-agency reviews, and integrated new utilities with minimal disruption to the campus. In addition, thoughtful site grading and ramp designs ensured ADA-compliant circulation, and an innovative underground stormwater detention system was implemented to manage drainage effectively while preserving surface space. Together, these strategies supported steady progress and delivered well-coordinated site improvements and utility extensions as planned.
