The Los Fresnos Municipal Complex combines mission-style architecture with a resilient structural system designed to meet Texas Department of Insurance windstorm requirements. Gessner Engineering supported the project through integrated geotechnical, surveying, civil and structural services that helped transform the site into a stable, buildable, and code-compliant civic facility. Our work established reliable foundation and paving design, shaped a safe and durable City Hall and court structure, coordinated essential utility systems for long-term operations, and provided accurate site data to support planning, design, permitting, and construction.

Challenges
One of the primary challenges was managing varying soil conditions across the site. These included both sandy soils and expansive clays. The facility geometry also required long roof and wall spans. Designing these spans with conventional framing materials required careful selection of components.
Solutions
To create a stable and consistent foundation, the subgrade was reconstituted to improve bearing capacity. A combination of prefabricated trusses, LSL studs, and LVL joists allowed the structure to remain predominantly wood-framed, while strategically incorporating steel for the tower element and entry portal. Close architectural coordination further simplified construction by normalizing floor elevations and standardizing structural details across varying conditions.
